For as long as I can remember, my street has run on a schedule that has nothing to do with clocks. Water comes to the one working borehole pump between six and eight in the morning, and again for an hour after sunset, and every household within three streets organizes its entire day around those two windows.
My mother kept the schedule in her head — whose turn it was to fetch first, which neighbor was owed a favor, which week the pump would need the diesel generator fixed again. I used to think this was just what mornings were. It wasn't until I left for university and lived somewhere water simply arrived, unannounced, whenever a tap was turned, that I understood how much of my childhood had been organized around its absence.
The thing I didn't understand as a child was how avoidable the wait actually was. The pump wasn't broken most of the time — it was underpowered, sized for a much smaller number of households than now depended on it, because the neighborhood had grown and the infrastructure hadn't. Nobody had ever gone back and asked whether the pump still matched the street.
That's the connection I keep coming back to: the problem was never water. It was that nobody's job was to notice growth and re-measure against it. My mother's schedule was a brilliant, exhausting workaround for a measurement nobody had bothered to update in fifteen years.
I don't think I can fix water access for my country, or even for my state, and I'm suspicious of anyone my age who claims an essay lets them. What I can point to, honestly, is smaller and more specific: a simple, low-cost household rainwater harvesting setup — gutters into filtered storage drums — that three of my neighbors have already built without any help from an engineer, just online tutorials and trial and error. It doesn't replace the pump. It buys back an hour of the morning, and it means the schedule breaks less often when the diesel runs out.
My proposal is modest on purpose: a documented, low-cost harvesting design specific to our roof types and rainfall pattern, shared as a one-page guide through the community association that already exists for organizing pump turns — the same network that currently just manages scarcity could just as easily distribute a fix. It's a household-and-street-level answer, not a policy one. I'm not claiming it solves the underlying underinvestment in municipal water infrastructure, which is a much bigger fight involving people with far more power than a final-year student. But I think the instinct to wait for that bigger fix is exactly what let fifteen years pass without the pump being resized.
The storm taught me to distrust big, unmeasured claims — including my own. So here is a small, measured one: this is what worked on my street. I'd like to find out if it works on the next one.
