PAL/TAL is one of those terms that sounds like paperwork trivia until it blocks the entire study permit file. It is not an offer letter, not a visa, and not a PGWP promise. It is a province or territory confirming that there is space for you within its study-permit allocation.
011. What PAL/TAL is
IRCC says a provincial attestation letter or territorial attestation letter is a letter from the province or territory where you plan to study, confirms there is space for you, is provided by the DLI you plan to attend, and is usually required for a study permit application.
The practical meaning is simple: if you need one, your study permit application is not ready without it.
022. Who may not need one
IRCC lists exemptions. Examples include preschool, primary and secondary school, federally designated military colleges, some Quebec vocational programs, certain Francophone Minority Communities Student Pilot applicants, exchange students who do not pay tuition to the Canadian DLI, Global Affairs Canada scholarship recipients, and degree-granting master's or doctoral programs at a public DLI starting January 1, 2026. Some in-Canada situations also have exemptions, including extensions at the same DLI and same level.
Do not self-exempt casually: IRCC says you need proof that you meet an exception if you do not provide a PAL/TAL.
033. Quebec is different
If you study in Quebec, you usually deal with the Quebec Acceptance Certificate, or CAQ, instead of PAL/TAL. IRCC says most students who do not need PAL/TAL and want to study in Quebec must still get a CAQ, with few exceptions. The CAQ wording and validity matter, so confirm with your school and Quebec's current instructions.

044. Validity is tied to the cap year
IRCC says PAL/TAL is usually valid until the end of the relevant study-permit cap year unless it has an earlier expiry. It must be valid when you apply, not necessarily when you start. If it expires, if a previous application was approved or refused, or if you are changing schools after January 22, 2025, you may need a new PAL/TAL.
055. Ask the school precise questions
Ask: Do I need PAL/TAL? How do I request it? What must I accept or pay first? Is it tied to this campus and program? What happens if my permit is refused? What is the refund deadline? Can I switch programs or intakes? The school should be able to explain the process without turning the letter into a guarantee.
Keep the PAL/TAL question separate from the PGWP question. A province or territory assigning space does not mean the program is PGWP-eligible, affordable, refundable, or right for your field. Your final check still has to include DLI details, PGWP details, study-permit documents, and the school contract.
